This research explores how institutional preparedness strengthens the ability of Red Cross and Red Crescent National Societies to lead timely, effective, locally led humanitarian action. Drawing on interviews, an extensive literature review and participatory case studies from across the global network, it demonstrates how the IFRC’s Preparedness for Effective Response (PER) approach enhances organizational readiness, operational capacity and local leadership. The report also highlights emerging good practices and provides recommendations for National Societies, the IFRC Secretariat and partner National Societies to further strengthen preparedness and advance locally led response.
