The Global Solar Council, in partnership with the Global Solar Alliance, developed the Policy Agenda for solar at COP28. Solar PV, with its rapid deployability at both large and small scales, is perfectly positioned to meet growing power demand while supporting sustainable economic growth. This agenda offers 13 policy recommendations, outlining key enablers to unlock solar's full potential across various aspects of deployment, including finance, grid integration, permitting, biodiversity, and renewables penetration.
